The problem may be in the recoil starter itself. A tangled coil of rope or a broken spring may be the problem. In many cases the recoil starter is easily replaced as a single assembly. DO NOT attempt do take the starter apart.
There may be old or bad fuel in the carburetor float bowl. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. This sticky fuel can clog up the carburetor and make the engine hard to start. If the carburetor is clogged, try cleaning it with carburetor cleaner.
Some common issues that can lead to a cord being harder to pull are hydro locking, which usually occurs because of oil spilling into the exhaust area, and a misshapen crankshaft. The misshapen shaft can generally be detected due to the noise it makes. The off-ness of the shape causes the cord to be hard to pull.
The most likely reason a mower is hard to push is that the drive cable needs adjustment. Other possible causes include: Worn drive belt. Damaged pulley.

Disconnected, dirty or fouled spark plugs are common causes for engines that won`t start. For small engines, spark plugs typically need to be replaced every season or after 25 hours of use. You should also check to make sure the spark plug gap is set correctly.
Some of the B&S auto choke carburetors tend to supply too much fuel to the cylinder when hot starting; this floods the spark plug, causing a no start. They have since modified the carburetor. So if you have an auto choke, Briggs, with the hot start problem, go ahead and swap out the carburetor.

Chain saw won’t start – pull starter pulley hard to pull?
If it worked fine the last time you used it, then pull the spark plug and try pulling the rope. See if it’s easier or if gas shoots out of the plug hole. I’ve seen this happen when the diaphram in the carb goes bad from sitting over winter. It loads up the cylider with fuel and makes it very difficult to pull the rope. If there is no fuel in the cyliner and it’s still hard to pull, make sure there is nothing binding the clutch/sprocket. I’ve had chucks of wook lodged in there that caused it to bind the crank output, which resulted in a hard pull on the rope as well.

Take the spark plug out–does it pull smoothly now? If not, the pull cord may be the wrong size or it is damaged and/or doesn’t rewind correctly. Does the machine have a compression release? If so, it may be plugged with carbon. With the spark plug out, pull the engine through several times briskly with the throttle open and the choke off to expel any excess fuel from the crankcase. Pull cord is difficult to pull after third pull becomes stuck but will turn if pull hard repeats every three to four pulls.

Mower won’t start
This may sound stupid but don’t mean it to…
Have you tried with the choke all the way open? Do you have an automatic cruise? Is the right (correct) pedal being pushed in? These will affect if it starts or not. Also if your drive belt or one of the other belts not being tight enough will affect if it starts or just turns over. Not too many things can stope it from starting with new/good battery AND if its getting gas. Try cleaning your gas line and obviously making sure there is no obstruction around or near your blade, if it does start with blade engaged that is :))
If it doesn’t start with blade engaged, well make sure it’s in neutral. Mine won’t start in reverse but will in forward or neutral.

Sounds like the engine needs oil. You can also spray WD40 around the shaft. This will help loosen it up a bit, perhaps enough to allow it to start. The other possibility is that you have something wrapped around the shaft that is causing a restriction to the pulley.

Try loosening the gas cap to relieve any pressure, then tightening it back up. Usually you will just need to barely unscrew it and then screw it back even before you pull the rope.
