Why did the fuse blow? A fuse may blow from a temporary electrical surge in the wiring harness, such as when the battery is improperly connected. A fuse may also blow as a result of a direct electrical short somewhere in the wiring harness or electrical system.
If these basic troubleshooting steps don`t help you get the riding mower started, then one of these more complicated failures could be preventing the engine from starting: Blown fuse. Bad ignition switch. Failed safety interlock switch.
Check/clean/tighten all connections on battery/solenoid/starter/Ignition switch and neg(-) cable to frame or motor. Check to ensure all safety features are working properly and not engaged. Check for an inline fuse, bypass solenoid to see if engine cranks if it does replace solenoid, if no crank replace starter.
Overloaded circuits, short circuits and ground faults are all legitimate reasons why your fuses blow on a regular basis or causes for your fuse box to trip out. Other causes could be a result or ageing or faulty wiring as well as power surges.
One of the best ways to determine if a car fuse has blown is by using a test light. It should illuminate both ends of the fuse, and, if it doesn`t, it needs to be replaced. Sometimes, a blown fuse is caused by a damaged wire, motor, or other part.
The starter can also cause this to blow. If the starter is failing, especially the starter solenoid, a power surge may be being sent to the fuse and blowing it. You can have your starter bench tested, but they wont test if the starter is powerful enough to actually turn over the engine.
Electric lawnmowers may cut out for two main reasons: A faulty power switch or a loose cable connection. An overheating motor can cause the thermal cut out to trip.
Excess current demand that can result in fuses blowing or breakers tripping are: Short circuits: Check for loose, disconnected or damaged wires Megger the motor to see if there is a short in the windings – keep rotating the motor in about 10º increments and check around the entire motor.
Worn Check Valve
When the compressor goes to restart and re-fill the tank, the pressure exerted on the compressor from the tank causes the motor to pull a lot of power to compensate for this. This in turn leads to a blown fuse.

It has an electromagnetic clutch switch on it,that is more than likely bad. Try this, pull the pto switch out and start the engine, then disconnect the 2 wires coming from the switch and just tap them together and see if they will come on. If they do then you need to replace that switch.
