Your lawn mower`s air filter guards the carburetor and engine from debris like grass clippings and dirt. When the air filter becomes clogged or too dirty, it can prevent the engine from starting. To keep this from happening, replace paper filters—or clean or replace foam filters—after every 25 hours of engine use.
A dirty filter chokes off air to the engine making it hard to start so check to see if yours needs to be replaced. The key switch and the safety switches in the starter circuit combine to energize the solenoid. If the solenoid is clicking, the circuit that triggers it is working.
Power Loss – An air filter covered in dirt and oil will suffocate your engine, not allowing the proper amount of air to burn with the fuel. Less combustion power means less horsepower. If you notice your mower is not maintaining consistent power, check your air filter.

ANSWER : I would check for spark, if you have spark put a little bit of carb cleaner in the spark plug hole and see if it fires up and then dies. If that is the case then the carburetor needs to be cleaned. Hope this helps!
