This can be caused by a variety of things, including low transmission fluid levels, worn-out clutch pads, or a problem with the torque converter. Another possible cause of over revving is an issue with the engine itself. This could be something as simple as a dirty air filter or spark plugs that need to be replaced.
If your engine revs up as you press down on the gas but your vehicle doesn`t accelerate as much as you`d expect, you may be dealing with transmission slipping. If you`ve ever tried to accelerate on ice, where your engine revs but your vehicle goes nowhere, you know the feeling.
Your engine may have more RPMS due to any of the following: Transmission fluid is leaking. Transmission slips when changing gears because of a bad clutch. Speed sensor isn`t working, and the car can`t switch gears.
Among the potential underlying causes are vacuum leaks, EGR system malfunctions, malfunctioning oxygen sensors, dirty fuel injectors, fuel pump malfunction, faulty spark plugs, a faulty mass airflow sensor, or a faulty throttle position sensor.
It is normal for the engine rpm to go up to about 1200 to 1400 rpm when first started and then comes down gradually. This is for emissions during cold start and considered normal.
This is a common problem when the idle air control module is not functioning as it should. This is a component that helps to monitor air/fuel mixture at idle speed. When this is not working properly, this causes an imbalance in the air/fuel mixture resulting in intermittent or abnormal idling as you`ve described.
The idle speed should feel consistent without skipping or slipping. In most of today`s cars, an idle speed of 600 to 1000 RPMs is average. If your car is idling rough, though, it won`t feel smooth. The RPMs will jump up and down, for example, or they`ll fall below 600 RPM (or whatever is typical for your vehicle).
4000 rpm is no problem, high rpm can wear down on the head where the camshaft rotates but that`s no really a problem until you get near 7000 rpm.
If the RPMs are too high, try dropping it down a gear. This can solve the problem quickly and easily. Depending on what equipment the engine is hooked up to, you may be able to control the RPMs with gears. If the RPMs are too high, try dropping it down a gear.
The main problem of revving high is the clutch slipping and the clutch needing replacement. As with the problem with the hoses collapsing, if it is a coolant hose, then the radiator cap vent is bad and the cap needs replaced. If the hose is something else, then it should be looked at by a mechanic to diagnose.
When a cars rpm goes up and the car is not picking up speed, this usually means that there is a problem inside the transmission. The valve body, shift solenoids, and or clutches of the transmission probably had gone bad or are worn out to the point they are causing a transmission shifting issue.

ANSWER : The 4 stroke engine only needs petrol in its tank . if your motor has a dipstick for oil it is a four stroke ,,only two strokes requires oil and petrol mix as they have no oil sump in their design

ANSWER : Use starting fluid when it does finally start continue starting until all the oil is cleared out of the carburator you may need to repeatedly choke out the carb with the engine running to clear out the carb, do this by removing the air cleaner, start the mower on high speed rpm, and cover the air intake with your hand repeating this start/ choke/ stall procedure until it is cleared out it works, I just did this to a mower last week that had too much oil in it, the mower smoked quite a bit but eventually returned to normal
