It sounds like you may have the flywheel key sheared off. Pull the flywheel and check it out. If the key is ok, then you have a cam timing problem. It may be a faulty cam and the flyweight on the cam is sticking.
How to Identify and Fix Common Gardening Problems ?
We provide a variety of viewpoints on how to identify and fix common gardening problems. Our sources include academic articles, blog posts, and personal essays from experienced gardeners :
Loose or missing blade. If a lawnmower blade is loose or missing, the rope will pull part way, then become very difficult. Most lawnmower engines count on the flyweight of the blade to carry the engine through its compression stroke. Do not run a mower without its blade.
Rope start (also called pull start or rewind start) is a method of starting an internal combustion engine, usually on small machines, such as lawn mowers, chainsaws, ultralight aircraft, small outboard motors and portable engine-generators.
A lawnmower engine commonly kicks back when the shear key breaks. The shear key commonly breaks because the blade has kit a solid object and come to a sudden stop. Common symptoms of broken shear key include: Engine won`t start.
Snowblower pull cord commonly snaps back because the flywheel shear key has broken. The shear key helps maintain the flywheel crankshaft relationship. When the shear key breaks, the engine timing is off, which causes the pull cord to snap back sharply.
In this case, the vertical component of the applied force acts in the direction of the weight of the mower. This the effective weight of the mower. Since the effective weight of the lawn mower is lesser in the first case, pulling the lawn mower is easier than pushing it.
Since the effective weight of the lawn mower is lesser in the first case pulling the lawn mower is easier than pushing it.
If you haven`t turned on your engine recently, your mower won`t start and/or you have to tug repeatedly on the rewind to start the engine, a damaged spark plug may be the culprit. These problems may also cause excessive fuel consumption, deposits on the cylinder head and oil dilution.

Lawn mower cranck but wont start…
ANSWER : Since you already checked for spark and air I would drain all the fuel out of it and check that fuel for water. Over time some lawn mowers end up with contaminated fuel. You can see the water sitting on the bottom of the fuel if you let it stand for a bit in a small plastic bowl.
Be sure to empty and dry out you fuel can as well. Especially if the mower stopped running right after a refuel. Which is a good sign your gas can is contaminated too.
Starting will not start
ANSWER : Pull the air cleaner and check for obstructions, dirt, oil etc. Leave off and try to start. Check plug for oil or wetness from fuel. Have a spare handy to check for spark. A shot of instant start into the air cleaner housing might help if the mower has bad or old fuel. You should drain the fuel out if it over a month old and unpreserved. Also, if the mower has been sitting with fuel in it the main jet sometimes gets clogged up due to todays alcohol enhanced fuels. You should get some help with removing the main jet and cleaning it out.

I have trouble starting a toro walk behind mower
ANSWER : All, I thought my carb was shot, so I replaced it. Still, start but no run (and had to use starting fluid). THEN!!! I noticed the spring to the “rev limiter” (just below and towards rear of carb) was not “tight”. The stupid bracket that holds the end of that spring had been bent down ~1/16″ and that caused all this heartache. CHECK YOUR REV LIMITER!!!

I have a poulan pro self propelled lawn mower that won’t start. It ran fine this morning, but after I took a break and went back outside to finish mowing, it wouldn’t start. It sounds like it won’t ”catch” when you pull the starter rope. Any suggestions?
ANSWER : You need to check a few things. The spark first, you need to check if it is running correctly, does it have spark, by doing this: take out the spark, put it against a metal surface and pull the pull start if it spark, your good if not you need a new spark plug. Clean out your airfiilter it migth help too. Buy some carb and choke cleaner squirt it up theough the airfilter hole, and start the engine, this will clen the carb. yOU MIGHT NEED TO TAKE OUT THE CARB AND CLENA I OUT THROUGHOULY!!! Try that and it whould work after all these steps!
