The primary reason why your lawn mower might be revving too high is that the engine is receiving too much fuel or air. This can be due to various factors, including a clogged air filter, a malfunctioning carburetor, or an issue with the governor.
Your Mower Won`t Start:

Other possible causes include: Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas.

The mower surges when the carburetor sucks air through an unsealed gap in the air intake manifold instead of through the air filter. Dirty carburetor. Clogged fuel jets inside the carburetor commonly cause the lawn mower engine to surge. Clogged jets can`t provide the right mix of air and fuel to the engine.
The most common cause of this revving is either a stuck throttle or the mass airflow (MAF) sensor. This fault should be addressed as soon as possible for normal operation as this revving can become dangerous if the vehicle is allowed to accelerate unintentionally.
A rev limiter is a device fitted in modern vehicles that have internal combustion engines. They are intended to protect an engine by restricting its maximum rotational speed, measured in revolutions per minute (RPM). Rev limiters are pre-set by the engine manufacturer.
Disconnected, dirty or fouled spark plugs are common causes for engines that won`t start. For small engines, spark plugs typically need to be replaced every season or after 25 hours of use. You should also check to make sure the spark plug gap is set correctly.
Surging and Lagging

Another good indication that your spark plugs are dirty or worn is if your vehicle experiences surges of speed, resulting in a jerking acceleration. These surges occur because your spark plugs are not igniting the fuel in your engine at the proper rate, resulting in an uneven speed.

Any unusual shaking or vibrating forces coming from the engine is cause for concern. It could be something as simple as old spark plugs producing an uneven power delivery, it could be something serious like worn or broken engine mounts, or it could be even more serious in the case of internal engine damage.
An over rev is exactly what is says it is. It is one or many engine revolutions over or above the maximum number of engine revolutions per minute the engine manufacturer has deemed safe. They typically occur in cars that have manual transmissions on down shifts when the road speed and gear tooth ratio are not in sync.

ANSWER : All the pictures I have of this carb show two adjusting screws.

Trimmer takes a long time to warm up. Cuts out when under full trottle and will not idle. Which screws are high and low speed adjust? There are two of them side by side. Do U need a special tool to adjust hi/lo speed screws?
ANSWER : Sounds like the carb needs cleaning, it is staying on choke to long. I would not bother the screws, or either a hose for the gas flow is bad.

How do you adjust the high speed mixture screw? I have a Ryobi RLH1100a MK III 31cc line trimmer, and after changing the fuel lines, it will start but not idle more than about 3 – 5 seconds before it stalls. My manual points to the carby and any adjustments I have done have not helped. The manual specifies adjusting the idle mixtures 1 1/2 turns counterclockwise after screwing it in all the way, but no adjustment for the high speed adjustment stating ” no high speed adjustment is possible”, however there is a taller adjustment screw. Does anyone know how many turns this high speed adjustment screw should be unscrewed to start with?
ANSWER : Hi montex124, I will try to help. In the past few years carb makers have been making changes. Some carbs have no adjustment at all, the ports are all fixed inside the carb. Other carbs have only the idle speed mixture screw that can be adjusted, like yours seems to have. Is this screw you mention at the top and completely outside of the carb to adjust the throttle? If it is it’s probably the idle speed screw which can be adjusted to any idle speed you want and has nothing to do with the air fuel mixture but If it is right next to the idle mixture screw, it might be the high speed mixture screw but is capped so it can’t be adjusted. The low and high speed mixture screws should be marked next to each screw H and L.The 1 1/2 turns suggested is sometimes just right but other times has to be adjusted, so you can try adjusting it to get your idle but maybe adjust the idle speed screw first to get a higher RPM so it doesn’t stall on you. Like I said earlier it just adjusts the throttle, and is like when you are using it, and giving it gas as they say. I hope this helps just a bit. Regards and good luck. ANSWER : If this is 220v then your netural is not a netural but a common. Meaning it is common 110v to both the high and low speeds of pump. The high and low speed are the same leg of the 220v or the other 110v leg they just separate at the clock or high/ low switch. Then yes they run through separate windings for high and low.
If your not getting high speed it could be the high speed winding but be sure to check your switch and high speed lead first before doing anything else.

I have a Waterway Spa Pump Executive 56 Frame 4hp Dual Speed PF-40-2N22C in a Catalina spa that recently developed an issue. The pump will not start in low speed, just makes a humming noise, but it will start in high speed and will also continue to run in low speed when switched back from high speed. Does anyone know what might be wrong, and also how the power it supplied to this motor to achieve the two speeds?
ANSWER : The problem with the sound is the bearings inside the motor are going out. i have the same pump and i have to replace the motor. replacing the bearings is very hard and will cost you about the same after you carry the motor and new bearings to a shop to be pressed in. hope this helps!!
