Some common issues that can lead to a cord being harder to pull are hydro locking, which usually occurs because of oil spilling into the exhaust area, and a misshapen crankshaft. The misshapen shaft can generally be detected due to the noise it makes. The off-ness of the shape causes the cord to be hard to pull.
Why Is Your Lawn Mower Pull Cord Hard To Pull? Your lawn mower pull cord hard to pull is because of the way you pull the cord, the area where your mower is located when you are trying to start it, because it has a blade obstruction, or because of a starter mechanism-related issue.
Recoil start

When the rope`s grip is pulled, the rope uncoils, tensions the spring, engages the clutch and turns the crankshaft, spinning it to crank or start the engine before the end of the pull stroke. The running of the engine then disengages the clutch.

In this case, the vertical component of the applied force acts in the direction of the weight of the mower. This the effective weight of the mower. Since the effective weight of the lawn mower is lesser in the first case, pulling the lawn mower is easier than pushing it.
The Starter Rope is Hard to Pull or Seems Stuck:

A typical cause for this is that the engine flywheel brake (the bar you hold down on the handle that stops the engine when released) is engaged. Be sure to bring the bar down all the way to the handle before pulling.

cord. Pulling the cord can damage it and may lead to. fire or electric shock.

Lawn mower cranck but wont start…
ANSWER : Since you already checked for spark and air I would drain all the fuel out of it and check that fuel for water. Over time some lawn mowers end up with contaminated fuel. You can see the water sitting on the bottom of the fuel if you let it stand for a bit in a small plastic bowl.

Be sure to empty and dry out you fuel can as well. Especially if the mower stopped running right after a refuel. Which is a good sign your gas can is contaminated too.

What to do when craftsman mower pull cord won’t recoil?
ANSWER : Sounds like the spring inside the recoil has either broken or let go so it won’t recoil. If you are lucky it could be the wheel that the cord goes on is seized or stuck. You can take the recoil off most mowers by taking out two or three screws and lifting it off the engine. They can be repaired but it takes time having to be careful the spring won’t spin and hurt you. I have even taken a recoil off another engine and if the holes for the little screws don’t line up just drill little holes beside the old ones and reinstall the little screws.
I even used a 18 volt cordless drill to crank the engine using the bolt on the fly wheel and the right size socket. Leaving the recoil off You have an electric start that way.

MTD Yard Machines 22” mower, pull cord won’t extend

Pull cord stuck
ANSWER : First. Remove the spark plug and see if any oil runs out.

Second, If the cylinder isnt flooded with fuel or oil. Make sure your blade brake is releasing properly.

Third. Remove the pull starter cover and consider putting a very light spray of WD40 onto the spring housing from the underside and work it around…..the recoil spring may just be rusted solid and a little lube and maybe a tap or too with a rubber mallet might just break it free.

I have seen all three conditions turn an otherwise working mower into something that wouldnt budge.

Good luck and be careful. Dont pull out the recoil spring as it under tension and could spring out and bite you or at least make a mess.
