If the water level is too low, the distribution bar on an oscillating sprinkler may be unable to move at all, or it may move very slowly to the end of the cycle, then be unable to move past the pivot that sends it back in the opposite direction.

The most common cause of a stuck sprinkler head is dirt and debris. If dirt, rocks, leaves, or grass gets caught between a sprinkler body and the sprinkler riser, it can clog up the works and stop the riser from sliding back into the body. Resulting in a sprinkler head that won`t go down.
The most common reason relatively new sprinkler heads won`t go down is that there is dirt or debris caught inside the sprinkler head. Dirt, grass clippings, leaf pieces, and small rocks can become lodged in the small space between the pop-up nozzle and the body of the sprinkler.
If just one zone isn`t working, the problem is usually an electrical issue or a defective controller or solenoid. To check the controller: Ensure the zone wires are firmly attached to the controller terminals, the transformer is plugged in, and the circuit breaker in the main panel is on.
Calcium carbonate obstructions are most common in sprinkler systems supplied from non-potable wells or surface water in places where water supplies are known to be hard. These blockages can`t be detected or corrected by normal flushing operations.
If you experience problems with jamming or oscillation, it is possible for limescale to build up on the internal mechanism of the sprinklers, and cause it to jam or to stop oscillating as it should.
Check to see if your sprinkler heads are super dirty. — When a sprinkler head is clogged with dirt or other debris, it will soon fail to rise completely out of the ground. To resolve this issue, simply clean the sprinkler heads. Be sure to clean both the head and the plastic screen basket.
If you experience problems with jamming or oscillation, it is possible for limescale to build up on the internal mechanism of the sprinklers, and cause it to jam or to stop oscillating as it should.

I would like my sprinkler to move faster ( it is in high gear)
Will it go faster if I cut some off of the swing arms?

If not is there anyway to make it go faster/

ANSWER : The speed is directly related to the amount of water pressure you have. More pressure = more speed. If you are using a 1/2″ hose move to a 5/8″ hose. I do not think cutting off the arms will have any measurable effect on the speed. I know of no other way to speed it up.
