Need fuel, spark and air. Make sure air filter is clear. Best way to test this is leave it off while you try to start (or restart??). For spark, easiest way is to spray starter fluid in the carb. If it starts, you have a fuel problem. If you havent lately (or ever?), change the fuel filter.

A clogged carburetor is most commonly caused by leaving fuel in the lawn mower for a long period of time. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. This sticky fuel can clog up the carburetor and cause the engine to stall.
Low coolant, only on liquid-cooled mowers and not air-cooled. Clogged air cleaners, inlet screens or air paths can also prevent the cooling system from working properly on many mowers. Clogged cutting decks can overstrain the engine as it tries to power through with jammed blades, causing it to overheat.
Black smoke may indicate that the mower is “running rich,” or burning too much gasoline. Your lawn mower`s carburetor regulates the ratio of gasoline to air mixture. If the carburetor isn`t getting enough air, the mixture has a higher percentage of gasoline, which can create black exhaust smoke.
Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas. If this doesn`t work, you might need a new fuel filter.
As the fuel level drops, a vacuum begins to form in the fuel tank because air can get in to fill the space the consumed fuel occupied. After about 10 or 15 minutes, the vacuum will become strong enough that fuel will stop flowing to the carburetor and the lawnmower will die.
Lawnmowers can cause fires when the conditions are hot and the grass is dry. Dry grass getting packed in the mower deck can result in a lawn mower catching fire. Fires can also happen from lawn mowers striking rocks and igniting a spark that can set dry grass on fire and burn up a large area.
An easy solution is to remove the mower casing and clean it of dirt and debris. Low Oil Levels can also cause overheating. With not enough oil circulating, internal friction occurs preventing heat from not being reduced. Be sure to check your oil level each time before you start your machine, and add oil if needed.
Other things that could cause this issue are bad fuel, weak/colapsed/kinked fuel line, faulty spark plug, faulty ignition/coil, oil over full, clogged air filter, plugged/dirty carburetor, worn engine parts internal rings/valves/etc.
A Dirty Carburetor Can Cause a Lawnmower To Start Then Die
By far, the most common issue that causes a stalled motor is a dirty carburetor. The carburetor on your engine is the thing that draws in air and mixes it with the fuel. Contrary to what the movies might make you think, gasoline itself is not very flammable.

Bought this 16″ 36cc Craftsman
ANSWER : I’m not an expert.. But.. What I would try first is, remove the spark plug, drop several drops oil into the cylinder, try to get it to move around piston head. Let that sit for a hour or so. Try to crank it without the spark plug. May get some oil spray, look out.. If it cranks ok, then put the spark plug back in, and try it. It’s possible it may not start still, because carb/fuel is dryed out and gummed up. But first step is to loosen the piston. Good luck.
