I would not use Preen in your pond. Preen is a pre-emergent and needs to tie up in the top 2″ of your soil. It does not kill existing grasses and weeds, only the germinating seed as the meristem evolves. Use a product specifically designed for aquatic use.

Depends on what kind of weeds, but for most broad leaf weeds 20mls of roundup per litre of water is normally plenty. i.e. 200mls for 10 lits.
If you have couch that you are trying to kill you should triple the amount and possibly spray it twice.
