Sounds lie the Carburetor needle valve is restricted so you are basically running out of gas. By the time you move around to start it again, a little gas filled the Carb Bowl again. Take the Bowl off the carb and if the Needle valve is all metal, check up where the needle valve goes to see if the Seat up there is cracked from being dried out by ethanol fuel. If the Seat is the rubber ind, it can be replaced for cheap.

The easiest way to diagnose gas is to smell the fuel in question. Oxidized gas has a sour smell and is much stronger smelling than fresh gas. The other method is to drain a sample from your machine`s fuel tank or your gas can into a clear glass container. If the gas is dark in color, it has more than likely gone bad.

ANSWER : If there is an adjusting screw on the carb turn it out a little bit at a time and see if that works before you do anything else. If that don’t work put the screw back where you started.
If that doesn’t work take the plug out and install a new one and while the plug is out put a table spoon of gas in the spark plug hole and reinstall the plug and put the plug wire back on. If the engine starts but stalls after the little bit of gas is used up. Take the bowl off the carb and clean it out as well as clean the fuel jet that is in the bolt that holds the bowl on. Put back together and see if that works. It is quite often dirty gas that is the problem. Especially if its been sitting. Oh yes put fresh gas in it as well.
