Take it outside away from structures. Open the choke. Leave the ignition off. The possibility of fire is high; please be cautious. Remove the plug. Hold the saw with the open plug hole parallel to a drain pan and at the lowest cylinder orientation possible. Pull the starter slowly several times (MAKE CERTAIN THE IGNITION IS OFF FIRST). Drain as much fuel as possible. Put it aside with the plug still open for quite a while.
Find and read the start procedure in the operators manual. Probably similar to this:

Cold:
Ignition on/off to on
Set compression release – optional step even if saw is equipped with a compression release
Pull (close) choke, set fast idle (done when choke closed on some saws); pull starter and listen for an attempt to start. once heard (usually two pulls; no more than 4)
Set compression release – optional step even if saw is equipped with a compression release
Push (open) choke pull starter until it starts. (usually first pull)
Warm:
Ignition on/off to on
Set compression release – optional step even if saw is equipped with a compression release
Pull (close) choke, set fast idle (done when choke closed on some saws) – Do not pull with choke closed.
Push (open) choke, pull starter until it starts. (usually first pull)
Install a clean fresh plug. Use your Warm start procedure (it has lots of mix already DO NOT try to start with the choke closed. A chainsaw`s carburetor mixes air and fuel to start the internal combustion engine. If fuel has been left in the engine for too long, it can become sticky and clog the carburetor, preventing it from starting. If the clog is minor, clean out the carburetor.
Most commonly either the fuel is stale or mixed incorrectly or incorrect oil. Next is maintenance of the unit, air filter restricted, spark arrestor, carburetor adjustment. Improper use of the equipment not running at WOT (Wide Open Throttle) or overloading (Lugging) of the unit.

If you have tried several times unsuccessfully to start your unit, it is most likely flooded, especially so if you can smell gas. Flooded means there is excessive fuel pumped into the engine which has displaced the vital ingredient of oxygen for starting.
Electric Chainsaws
They are ideal for general purpose light-duty tasks such as pruning small limbs. There`s no fuel to replenish, but they do require an extension cord and outdoor outlet to increase the tool`s reach. Compared to gas chainsaws, electric chainsaws are easy to start, are lightweight and quieter.
If the filter becomes clogged, not enough fuel will reach the engine for it to run properly. Because your chainsaw will idle, but dies when it is revved up to full power, it means that the filter is only partially clogged; it will allow enough fuel to the engine to run on idle, but not enough to sustain full throttle.

A flooded engine is an internal combustion engine that has been fed an excessively rich air-fuel mixture that cannot be ignited. This is caused by the mixture exceeding the upper explosive limit for the particular fuel. An engine in this condition will not start until the excessively rich mixture has been cleared.
The simplest way of removing large amounts of water is by using pumps and/or buckets, followed by a wet-enabled vacuum cleaner to clear up the remainder. You can hire a pump from a local hire shop, or buy one from a DIY store. When buying a pump it`s important to ask for advice on the best rate of de-watering.
