Downstream of the venturi is a throttle (usually in the form of a butterfly valve) which is used to control the amount of air entering the carburetor. In a car, this throttle is connected to the vehicle`s throttle pedal, which (along with the brakes) is the driver`s main method of controlling the car`s speed.
When the crankshaft spins quickly, the flyweights open up, putting pressure on the governor cup and crank. This closes the throttle, limiting the air-fuel released into the engine. When the engine load increases, the crankshaft spins more slowly. This leads the flyweights to relax and the throttle to open back up.

The throttle valve is a mechanical device whose function is to regulate and maintain the downstream pressure so that the inlet conditions for the expansion are constant. It does this by introducing a flow restriction, inducing a significant localized pressure drop in the fluid.
The ECM is a type of electronic control unit (ECU), which is an embedded system that employs software to determine the required throttle position by calculations from data measured by other sensors, including the accelerator pedal position sensors, engine speed sensor, vehicle speed sensor, and cruise control switches.
Pry the plastic cap off if it is still engaged. Disconnect the idle air adjustment valve by locating and disengaging the electronic connector that holds it to the throttle body. Turn the idle screw to adjust the idle—turn the screw to the left to increase the RPM or to the right to lower it.
The throttle valve cable controls the line pressure, downshifting, and the shifting feel in the transmission. It can be adjusted to your preference.

The lawnmower is revving really high, I’m thinking
ANSWER : Sounds like you are going to have to take a look at the linkages. To do this you will need to remove the air filter and then the air filter housing. Probably have to remove the shroud (cover on top of engine). Now you should have a good look at the throttle linkages. Try to moved them to see if they are stuck. You will be pushing against spring pressure so expect some resistance. Just checking to see if there is freedom of operation to tell you if stuck throttle linkage. If stuck you will have to determine if in carb. or not and then repair.If this is really helpful, please rate.

After the mower runs for a while the throttle starts going up and down
ANSWER : Most of the time when this is happening there is trash in the fuel tank and when the gas gets low the pickup tube sucks it up blocking fuel flow. The tank needs to be cleaned out. When you empty the tank of its gas do not pour it back in the can, you’re just dumping dirt in your clean gas.Second cause is the diaphragm in the carb has developed a small tear in it and needs to replaced. Most of the Briggs and Stratton engines on push mowers these days use a small plastic carb with a prime bulb on the side mounted to the gas tank . Rebuild kits are inexpensive costing 3 or 4 dollars and usually include directions that are easy to follow with PICTURES. (Trust me, even I like pictures to help remember how that pesky linkage goes back on) If you are cleaning the tank it is just a few more steps to rebuild the carb so grab a few simple wrenches, a philips screw drive, a can of carb cleaner and go to it. And one last thing. On the carb where it slides on the intake there is an o ring with a plastic washer. Rubber o ring goes next to the carb side and backup washer goes on the engine side. Use a dab of motor oil on the rubber ring to make sure it slides on without binding.

Why would the engine idle at a very high rmp and the idle control seems to be function but has no effect on the rmp of the motor
ANSWER : Check to see that there is no binding or issues where the governor linkage and the throttle linkage interact with each other at the carburetor. Check to see if any of the springs are missing also.It will be evident if so, linkage falling down.

Carb. Problem? My lawn-boy model 4600 mower only runs at what seems to be idle speed. The throttle control has no affect on it. If I try to mow with it, it bogs down and the speed doesn’t increase. Do you think it is a problem with the govenor or something with the carb.?
ANSWER : It could be the linkage from the govenor to the carb, maybe the throttle shutter is stuck. Try WD 40.

ANSWER : Pb 255 has a throttle rod and a short cable… so you have a rod that comes off of the trigger and it connects to a short cable that goes to the carb
