If its clicking quiclky you say its 12+ volts so i will say you have a bad connection on the battery or on your selinoid. check both sides of selenoid.

The clicking noise comes from a part called the starter solenoid. The solenoid connects the battery to the starter motor when the solenoid is energized. The key switch and the safety switches in the starter circuit combine to energize the solenoid. If the solenoid is clicking, the circuit that triggers it is working.
Usually a rapid clicking noise is a good indication that your starter motor isn`t getting enough electrical current to engage – basically your solenoid is trying to engage but can`t make the connection.
Q. Why is my lawn mower turning over but not starting? The most likely reason is bad gas. Gas that sits for many months during the off-season will eventually break down, gumming up the fuel line and carburetor in the engine and preventing it from starting.
One possibility is the solenoid. A single “click” sound comes from the engine compartment or from under the car. This could mean that the solenoid is trying to engage but that the internal components are stuck and unable to work properly. Repeated “clicking” sounds usually indicate a dead battery.
Touch the metal shaft of a screwdriver to both of the large terminals at the same time. If the engine turns over and starts, the solenoid is bad and should be replaced. If the starter motor does not run, the motor itself is probably defective.
Most riding mowers take a 12 volt battery, although some smaller mowers rely on a 6 volt battery. If you`re unsure what type of battery your mower requires, you can check the voltage of your old battery, or look up the information in your owner`s manual or on the manufacturer`s website.
Your mower also has its own charging system that recharges the battery when the engine is running. As long as you run the engine every few weeks, the alternator is able to keep the battery charged. Once your mower is in storage though, the battery has no way of recharging itself.
Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas. If this doesn`t work, you might need a new fuel filter.
Your lawn mower turning over but not starting due to several reasons, such as a faulty or disconnected plug, a disconnected spark plug wire, a clogged air filter, or a contaminated fuel tank. A faulty carburetor, a dirty cutting deck, or a dysfunctional flywheel brake can also cause this.

ANSWER : You should have around 13.1 volts at the battery as the engine runs. If its 12 volts or lower – check or replace the voltage regulator. To check the regulator, stop engine, remove regulator plug, get a ohm meter and put the black lead to any ground,and touch the red lead to all the terminals one by one on the voltage regulator – you should get 3 readings – one lower than the other. If you dont get any readings – the regulator is definitely bad

ANSWER : Check plug on the pto itself.located under the mower near the rear end. contacts probably have dried dirt and mud. if that don’t work, tap it with a hammer,it may be just stuck.Thats what I did and it been working ever since. Hope this helps someone.Let me know.

Engine runs, blades turn but mower will not move
ANSWER : Look in front of back tired on frame, not deck, there are. 2 rods, 1 on each side, rods look like a L, it’s going through a little eye opening, push it backards, mower should move. If rod is pulled through opening and locked in, mower will not move..its a safety. Feather on mower

Engine will stall when levers are moved from park position to center unlock position.
ANSWER : You didn’t mention if the same thing happens engauging the mower deck. If it does both, start with the carb and choke. also, check out the safety switch on the steering handles for a loose wire or a ground short. This should be fairly easy.
