If the engine will idle but dies at full throttle the main jet in the carburetor may be plugged. You can repair a plugged main jet by cleaning it, replacing the jet, or replacing the carburetor. If you choose to clean or replace the main jet, you will also want to clean the rest of the carburetor.
The primary reason why your lawn mower might be revving too high is that the engine is receiving too much fuel or air. This can be due to various factors, including a clogged air filter, a malfunctioning carburetor, or an issue with the governor.

Throttle running too slow
ANSWER : I have the same problem. The mower is great—always starts and runs good, but it runs to slow and you can’t speed it up. I even took it all apart. There just is no throttle control. I imagine it is designed this way to keep people from working on their mowers and to require an expensive trip to the service center. It will be my last Toro for this reason.

New toro personal pace. Smokes a ton when first initally starting after overnight rest. Sometimes even afer mowing a few lawns it might not start then if let sit for a while will start again

Toro Personal Pace self propel problem.
ANSWER : Your self-propel is probably belt driven. Belts can make an awfully lot of noise when unhappy. Possible it has rolled over and is running on the wrong side of the belt or is worn and just needs replaced. Hope this helps.,

ANSWER : Will it stay running with your choke on? if so then clean your carb. if not then look for a blockage from tank to carb. ie fuel shut off, deteriorated fuel line. plugged filter etc

First start is excellent when cold, will not restart again warm
ANSWER : It sounds as if your engine may be getting too hot. I suggest that you check under the covers and make sure that all the debris is cleaned out. These are air cooled engines and as such need to be kept relatively clear of debris, especially anywhere there are cooling fins.
