Get a new coil go to psep.com and get yourself one and replace it it’s easy, go for it. the only thing you have to worry about is the space between the coil and flywheel magnet. Measure old one with feeler gauge before you take off. Good Luck! Don’t forget the thumbs.

If no spark appears, check for broken wires, shorts, grounds or a defective stop switch. Once you have confirmed that the stop switch is working, reconnect the spark plug lead.
It cannot spark if not grounded because there is no complete electrical circuit. Spark plugs are normally grounded simply by the metal cylinder head they are screwed into. There is usually a grounding cable connecting the engine to the frame of the car and eventually the negative terminal of the battery.
There are a number of possible causes for a lifeless mower, but ultimately only two things are required for an engine to start: fuel and a spark. If the engine isn`t getting a spark at the plug or fuel isn`t reaching the engine, your lawn mower is never going to start.
If the ignition coil does not have spark, it`s time to check its wires. Use a test light to check the continuity on the signal wire and power wire on the ignition coil. If both wires are functional but the coil fails to produce spark, the ignition coil or the ignition control module is bad.
Check to see if the switch and terminals are free from rust and replace any damaged or broken spark plugs wires as necessary. Alternatively, it could be a bad ignition module. A simple way of testing the ignition module is to leave the car idling for 30 minutes and then tap the ignition module with a screwdriver.
When the high voltage produced by the ignition system is applied between the center electrode and ground electrode of the spark plug, the insulation between the electrodes breaks down, current flows in the discharge phenomenon, and an electrical spark is generated.
The bad grounds to the ignition coil can reduce the amount of current flowing through a coil. The coil will then have to work harder to transform low-voltage/high current energy in the primary coil into high-voltage/low-current energy in the secondary windings.
The risk of an ungrounded outlet is simple: Without the grounding wire present, overloads or other surges are free to follow their current wherever it takes them. This might be the appliance you`re plugging into the wall, or it could be your hand as you go to plug said appliance in.

I have trouble starting a toro walk behind mower
ANSWER : All, I thought my carb was shot, so I replaced it. Still, start but no run (and had to use starting fluid). THEN!!! I noticed the spring to the “rev limiter” (just below and towards rear of carb) was not “tight”. The stupid bracket that holds the end of that spring had been bent down ~1/16″ and that caused all this heartache. CHECK YOUR REV LIMITER!!!
