Lawnmower front wheels are locked

ANSWER : Not with toro. this usually happens if cutting high grass. try taking it apart, clean it. make sure belt is not stretched out and jammed.

The wheels on my Toro 20038 are worn smooth. Is replacing the rear wheels a difficult job for a fairly competent owner?
ANSWER : You can do this one. Get the wheels from a dealer like www.arcolawn.com and install them yourself. 1/2″ head bolt on each wheel and a nut on the back side fasten them. easy as Pie….Well I would say easier. Have you ever made pie? tough job.Good luck

Is the rubber on the drive wheel on the snapper mower fixed to the metal hub? The rubber wheel part of the drive is not securely attached to the metal frame and slips when the mower goes up hill. Should I replace the drive wheel?

ANSWER : Something everyone over looks is oil. Did you check the oil? You seemed to mention everything else but. If you have a low oil switch with low oil it will not start
