As for the PTO check for at its connector for voltage. If voltage is there check for about 1.7 ohms resistance across pto coil. If it reads infinity or less than 1.5 ohms replace the pto clutch assembly.

If the pto reads less than 1.5 and there is no voltage at the connector than the pto switch is probably burned up due the shorted pto.

ANSWER : Some mowers have a mowing reverse safety switch. That safety will kill the mower if you try to reverse with the deck engaged. Some mowers even have an override button that has to be held while backing up. As for the battery thing, no matter how much you charge a bad battery you will not get it to start a mower if it has a bad cell or two. I would use a multimeter to check battery voltage, but the end result would still be the same, replace the battery.I hope this gets you going again.

My toro 6.5 hp push mower (2010), has no fire to the plug. I have not abused it. i have a small yard and it just gets normal use. Now it won’t fire. I first changed the fuel and cleaned the carb thinking it was that crappy ethanol again. but i grounded out the spark plug and cranked it…no spark. Toro Personal Pace self propel problem.
ANSWER : Your self-propel is probably belt driven. Belts can make an awfully lot of noise when unhappy. Possible it has rolled over and is running on the wrong side of the belt or is worn and just needs replaced. Hope this helps.,
