Engine Fan – Most small engines don`t have coolant they are air-cooled and so they need a fan to pull cool air across the engine, and fans are noisy. The clicking noise comes from a part called the starter solenoid. The solenoid connects the battery to the starter motor when the solenoid is energized. The key switch and the safety switches in the starter circuit combine to energize the solenoid. If the solenoid is clicking, the circuit that triggers it is working.
One of the more serious noises is a rattling sound, as this can signify that you have loose parts that might come dislodged. The minute you hear rattling, it is imperative that you tighten the blade, flywheel, and other parts.
Take a look at the blade under the mower deck. Sometimes the knocking sound you hear could be the result of a loose, bent or wobbling blade. If you`ve recently removed or replaced the blade and it suddenly started knocking, this is quite possibly the cause of your issue.

My front two wheels on my toro lawn mower will not move, and when I pull the handle up for self-propel, the wheels still don’t move and the mower makes a funny noise. Any ideas?

ANSWER : Your self-propel is probably belt driven. Belts can make an awfully lot of noise when unhappy. Possible it has rolled over and is running on the wrong side of the belt or is worn and just needs replaced. Hope this helps.,
Toro mower model 20017, self propelled will not work and wheels will not roll backward. What is the problem?
ANSWER : Either a gear wheel has busted inside the plastic wheel hub. Or the drive belt is off it’s track and wedged between the disc wheel and the frame. easy to pry off.
The torque on my self propelled Toro Mower seems to not be self driving like it used to. It also is making a weird sound.
ANSWER : I agree with the previous answer. Likely the belt is off. Easy to fix and it happens pretty easy especially if you hit sticks or a branch and something (even a tiny stick or twig) finds its way under the plastic cover and gets into the belt area. Grab a pair of pliars, take off the bolt holding the plastic part down on the front and check the belt. If it is off or not alligned right, slip back on check debris. If problem is still there you may be looking at the actual drive shaft itself and that can be a real problem….the kind you may want to take to the local hardware store.
