On the end of the starter shaft is a nylon gear. Remove the starter and inspect it for damage, maybe stripped off the gear teeth. If that gear is in good shape check the flywheel gear teeth. You can buy a kit for that starter gear. Cheap fix.

1 Start motor engages but the engine doesn`t turn
The simplest cause of this sort of fault is a loose or corroded electrical connection. If there is a fault with the internal windings of the starter motor, bad brushes, or other electrical faults, the starter motor may lack the torque to crank the engine.
Freewheeling occurs when you crank the engine and simply hear a whining noise without the engine cranking. When this occurs, it means the starter is not engaging with the flywheel. This is a worrying situation which could result in having to replace the whole component.
Touch the metal shaft of a screwdriver to both of the large terminals at the same time. If the engine turns over and starts, the solenoid is bad and should be replaced. If the starter motor does not run, the motor itself is probably defective.
The starter solenoid is an electromagnetic switch that engages the starter motor. How can I tell if my starter solenoid is bad? If you`re having trouble cranking the engine over but the battery is charged, or if your starter won`t disengage after starting the engine, it`s likely a starter solenoid issue.
The starter relay makes a clicking sound, but the engine does not rotate, which indicates that the starter motor is not receiving enough current from the relay. This may also be a sign of low or exhausted battery power. Only when it transmits enough current to the starter, the relay starts to work.
Its vibrations increase and pass down to the pedal. If you have flywheel vibration problems, then you might feel that they get worse when you change gears or accelerate. You might also eventually start to feel some vibrations on the floor around the pedal if the underlying problem gets worse.
If the timing belt or chain has broke then you may have bent the valves and the chain or belt will jam up the crankshaft from turning. The pistons will contact the calves and engine will not turn. Try and turn the engine in both directions.

Have you tried with the choke all the way open? Do you have an automatic cruise? Is the right (correct) pedal being pushed in? These will affect if it starts or not. Also if your drive belt or one of the other belts not being tight enough will affect if it starts or just turns over. Not too many things can stope it from starting with new/good battery AND if its getting gas. Try cleaning your gas line and obviously making sure there is no obstruction around or near your blade, if it does start with blade engaged that is :))
If it doesn’t start with blade engaged, well make sure it’s in neutral. Mine won’t start in reverse but will in forward or neutral.

ANSWER : I suggest that you pull the starter and make sure the bendix unit isn’t stuck on the shaft which may be rusted or dirty and corroded first. If the starter spins then the starter itself is probably okay. Hope this helps you

ANSWER : Normally it hooks up to the engine at the top side where the flywheel is located..at the top you will find two small bolts..and at the bottom one or two wires..just disconnect the battery cables so no sparks or shorts when removing from the starter..then disconnect the starter wires set aside and then remove the two bolts..it should drop right out…note.. In some cases you may need to remove the engine shroud on the top to get at the bolts…not a hard job..if more the one wire…mark them or draw a diagram as where they were attached..good luck
