Worn or broken blade drive belt – If the riding mower blades are not spinning, the blade drive belt may be worn or broken and unable to engage the blades. If the belt is intact, inspect it to see if it`s loose or slipping on the pulleys then replace it with a new one if necessary.
Blade(s) will not engage
If belt is too loose, make belt adjustment. Check engagement spring on deck engagement idler. If broken or damaged, replace. Check for and remove all foreign objects interfering with engagement idler travel.
Check your grass bag isn`t clogged
This is one of the most common causes of poor grass collection. If the lining of your grass bag is clogged with old grass you should clean it using a jet wash, air line or simply a brush and water.
Wet grass and debris clog the mower`s deck over time, eventually preventing the spinning blade from cutting more grass. Some solutions you can try when faced with this problem include replacing the blade, fixing the tire pressure of the mower, tightening the mower belt, or sharpening the blade.
The edge is sharp enough to roughly last for 25 hours of mowing and is dull enough so that the blade won`t get easily damaged by roots and rocks. If a mower blade has a super sharp edge, it would bend over in the first 5 minutes of mowing!

Most lawn mower blades rotate in a clockwise direction (counter-clockwise when viewed from below), and as such have the cutting edge on the right side. If you are unsure of how your mower rotates, check the position of the discharge chute; if it is on the right side angled back, the blade turns clockwise.

ANSWER : All, I thought my carb was shot, so I replaced it. Still, start but no run (and had to use starting fluid). THEN!!! I noticed the spring to the “rev limiter” (just below and towards rear of carb) was not “tight”. The stupid bracket that holds the end of that spring had been bent down ~1/16″ and that caused all this heartache. CHECK YOUR REV LIMITER!!!

The engine starts and the blades can turn. Both of the belts are on, but the mower will not move in either direction. The blades were raised before going over a tree root. the mower rock back and forth because of the root and the mower stopped
ANSWER : Sounds to me as if you have broken a shear pin in one of the drive pulleys. They are made this way so a shear pin will break instead of doing real damage to the drive train itself.
