rotating shaft internally keeping if from moving forward
Ive looked internal to the shaft that should rotate due to the cord pull and can see a light colored part internally that appears to be hitting against an external metal encasement part. both rotate, the plastic looking part inside the metal part. I can actually push the lighter part slowly pulling the cord and the cord will releas until the part hits again and stops which is not at the same place all stops taking place within one full rotation…..once i let go of the cord, it returns and has not done anything to fix the problem..

If the pawls do not retract then the springs need to be replaced. Remove the center bolt and cap, remove ratchet pulls, use pliers to pull out the old springs, then install the new springs and re-install the pawls. Reinstall the center bolt and cap and the starter back onto the engine.
The problem may be in the recoil starter itself. A tangled coil of rope or a broken spring may be the problem. In many cases the recoil starter is easily replaced as a single assembly. DO NOT attempt do take the starter apart.
The most common reason for the cord refusing to rewind is a broken or worn out recoil spring. This tiny spring hooks onto the pulley and is stretched out when you pull the cord; when you let go the spring is meant to snap back to its original position.
Just as a circular saw needs to eject sawdust as it works, a trimmer needs to eject debris from its cut path. If your trimmer spins counter clockwise, it ejects material from the left side of the tool and cuts best with the right side.
The pull cord mechanism on a lawn mower isn`t complicated, and the reason your cord isn`t catching is that one of the components of the flywheel starter assembly has failed under the stress of regular use. Typically it`s either worn or broken pawls, or a damaged pulley system.
When the rope`s grip is pulled, the rope uncoils, tensions the spring, engages the clutch and turns the crankshaft, spinning it to crank or start the engine before the end of the pull stroke. The running of the engine then disengages the clutch.
A clogged fuel filter is most commonly caused by leaving fuel in the string trimmer for a long period of time. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. This sticky fuel can clog up the fuel filter and cause the engine to stall.

If the recoil assembly has three screws holding it in place, remove them, lift the recoil assembly off and see if it works off the mower. If it does, reassemble.

The drive shaft might just need to be oiled. Turn the mower over and locate the drive shaft, where it goes from the mower’s blade up into the body of the mower. Lubricate the area of the shaft that disappears into the body with WD-40 or another lubricant, then turn the blade by hand (be careful!) and squirt some more oil.Eventually the blade should become easier to turn, and then your pull cord should extend without getting stuck. Good luck!

Inside the cord attaches to a plastic wheel which cranks the engine. This cord can become loose or can break after some use. Try opening the plastic casing where the cord is to see if this is the problem.
