If the pawls do not retract then the springs need to be replaced. Remove the center bolt and cap, remove ratchet pulls, use pliers to pull out the old springs, then install the new springs and re-install the pawls. Reinstall the center bolt and cap and the starter back onto the engine.
The problem may be in the recoil starter itself. A tangled coil of rope or a broken spring may be the problem. In many cases the recoil starter is easily replaced as a single assembly. DO NOT attempt do take the starter apart.
Put a book or other slightly weighted objects on the plug end of the cord. This will keep the cord from curling and twisting. If you`re doing this to a pair of earbuds or IEMs, add another book to hold the earpieces in place. Wait for about 48 hours, and you should get a fully straightened-out cord.

ANSWER : Your starter/recoil unit has malfunctioned. Disassembly/inspection down to the point where you can get the recoil off will be required. Remove the engine cover screws. The recoil unit may be part of the cover or may be under it. You will easily be able to access it. Replacement parts for your mower are readily available.

cylinder. Pull the starter cord several times for the piston to drive

ANSWER : I spent a lot of time, but I found that most of the problems with this starter rope etc, are caused by the starter assembly being too tightly mounted to the motor assembly causing drag on the rope mechanism.
I fixed the problem by adding spacer washers between the starter and the engine mount (two small washers on each of the 5 or 6 mounting bolts adding about 1/4 inch of clearance.
Now even my wife can start this machine..

Need to replace 9n tractor starter when you turn ignition key the starter just keeps going around.
ANSWER : I suggest that you pull the starter and make sure the bendix unit isn’t stuck on the shaft which may be rusted or dirty and corroded first. If the starter spins then the starter itself is probably okay. Hope this helps you
