The fuel filter might be clogged. A clogged fuel filter is most commonly caused by leaving old fuel in the hedge trimmer. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. This sticky fuel can clog up the fuel filter and prevent the engine from starting.
If your 2-stroke brushcutter fails to start, the simplest explanation is that there is not enough fuel: in this case you simply need to top it up. A 2-stroke brushcutter engine runs on fuel/oil mixture, which you can buy ready prepared, such as EFCO-Mix Alkilate alkylated mixture in a 5 L can.
Use your right hand to pull the starter grip quickly. Once the engine attempts to run, move the auto-choke lever to the run position (vertical line). Pull the starter grip again until the engine runs, let it run for about 15-30 seconds before operating the hedge trimmer.
If it still cuts poorly, look down each blade to make sure it`s not bent. If a blade is slightly bent, loosen the pivot nut and separate the blades. To straighten the blade, put it in a vise, slip on some thick leather gloves and tweak it until it`s straight.

ANSWER : Either the gears, OR SOME machines have a “CENTRIFUGAL CLUTCH” [a safety feature] between the engine and the blades.

IF your machine has this feature, then it’s possible that the clutch has worn out and is slipping so badly that the blade won’t move.
