Troy bilt snowblower wheels locked when engine is off.. While engine is on wheels are constantly engaged… Can not put blower in idle…. Wheels constantly turning…Snowblower will not throw snow… Pins are in both sides of blade… Any input would be great.

ANSWER : Sounds like snow blower has been sitting since last season. Remove carburetor shield and move throttle linkage at top of carburetor. They some times seize or tighten up from sitting.Spray with WD-40 or something to lubricate.
