The most common reason for the cord refusing to rewind is a broken or worn out recoil spring. This tiny spring hooks onto the pulley and is stretched out when you pull the cord; when you let go the spring is meant to snap back to its original position.
If the pull rope doesn`t retract, it`s likely that the spring inside the recoil starter is broken. The recoil starter can also fail to engage the engine when the rope is pulled. Replace the recoil starter if the spring breaks or if the recoil starter won`t engage the engine.

The lower shaft on my ryobi stoped turning, how do i fix this problem.
ANSWER : You didn’t quite give me enough info on which machine you have … but if it is one that allows the lower half of the shaft to be removed for using other implements, disconnect the shaft and try to turn the inner splined shaft by hand and see if the head turns, if not you may have a broken shaft cable or a frozen bearing in the shaft head…this will necessitate removal of the head and replacement of either the shaft cable or the machine head…if all is working then check the shaft going to the clutch…hope this helps… ;-D
