Sounds like something was blocking air from entering the vacuum that`s created. Maybe the rough waves got water and debris into your fuel tank vent and the vacuum sucked all of the air out collapsing the bulb.
Primer bulbs do not work well if there is lots of air and no fuel. I spent over one hour getting my new boat primed. You might try running the hose and bulb to a can of gas (lots of things can go bad with can of gas, be careful) and see if the motor will fill and firm up the bulb.

Since the primer bulb is now not pressurized, if you pumped it, you would be able to do that. It would get firm for a short period and then loose pressure and return to a vacuum state. This is perfectly normal. What is not normal is for the primer bulb to collapse either with the engine running, or not running.
There are different types of gasoline primer bulbs, all of which contain various types of valves inside. Sometimes these bulbs become so hard it`s difficult to squeeze them; sometimes even though you can squeeze them, they pump poorly, if at all.
Placement should be considered first. The filter should be installed in the outlet line that delivers fuel to the engine, after the tank outlet fitting but before any fuel pumps, regulators, primers or primer bulbs, or other filters.
Using too much primer may make your skin feel clogged and coated. One of the main benefits of primer is a smooth skin surface for even makeup application. If you`ve applied too much, you may notice that your foundation grabs or clumps in certain areas.
Primer must be sprayed on in a dry environment. This is important for when it`s high humidity it tends to crack or run.

ANSWER : The thing to remember is that the primer pulls fuel from the carb into the bulb and dumps back to the tank, it does not push fuel into the carb, connect the fuel line from the tank to the carb connection nearest to the alluminium pump cover held with a single screw, the other one goes to the shorter of the two connections on the back of the primer.

I have a husqvarna 323L string trimmer. I stored it after running the tank & carb dry for about two years. I fueled it, then started it, & it ran for a minute then died like I turned the switch off. Since it would not restart, I found the fuel filter had broken off the hardened fuel line & it sucked gummy crap out of the tank & into the carb. Failing at cleaning the carb, I finally put a new carb on it & replaced the pump, hoses & filter. It has ran good till this year. I winterized it with stabilizer & left it with a full tank over the winter. The gas in the tank was gone when I got ready to use it this year. I filled the tank with premix, checked for leaks, then started it. It would run fine for about half a tank, start idling poorly (lean) then cutoff & refuse to restart till I refilled the tank. I finally found the tank had cracks & was letting pressure out of the tank & apparently this was causing the carb to lose it’s ability to siphon gas out of the tank. So I replaced the tank which came with new hoses & a filter, which I properly installed to the carb. It cranked right up, but when it runs a half tank, the carb quits sucking gas out of the tank. When I pump to prime the carb, it moves the fuel into the carb, but the pump never gets hard like it does when I prime the carb when the motor is cold. I have to keep refilling the tank, prime, & then it starts & runs until the tank gets about half empty. The new fuel filter is down in the gas tank properly, but It will not run after it shuts off until I refill the tank & prime. I’m baffled. New tank, new hoses, new filter, new carb, & I can find no leaks in the fuel system. It runs strong. The 323L is a two-stroke & it always cranks on the second pull from cold on a full tank. Any ideas?

ANSWER : The check valves in the plastic pump housing under the primer bulb are bad. Usually caused by cleaning with carb and choke cleaner. The part is available from any echo dealer. Most shops have a junk box full of them,, just ask

The primer bulb on my Troy-bilt TB20CS will press in but it doesn’t feel like it’s pulling in fuel. Earlier after filling the gas tank, I noticed a little gas was leaking, and saw that the tube from the primer bulb to the gas tank had come loose. I manually pushed it back through the hole, but I think it must have been previously connected to something inside the tank, because pressing the bulb seems to be pressurizing the tank instead of squirting fuel through the lines (when I open the tank cap, there is a release of air pressure). Is there any hope?
ANSWER : Or it could be like mine. I turned it upside down to take the cover off (Troy Bilt) to clean the air filter. Put it back together and the primer won’t fill. Also it looked like air was coming into the bulb from the carb. Weird, since it was filling just a minute ago. Turns out the fuel lines in the tank were dry rotted. When I emptied the fuel tank, bits and pieces of fuel line came out along with several washers and a weight that goes on the end of the hose. Looking inside I saw a hose not connected to anything. Pulled it out and it came out in pieces (kept breaking when I’d grab it). That’s why it’s not connected to anything! Also why it won’t prime or start. Probably also why it was getting to where it didn’t run very well, and only on the A choke setting. It would cost almost as much to fix as to buy a new one. Bummer. For $90 though, if lasted five years. Maybe if I change the lines earlier on the next one I can even get more life out of it.
