The two cycle engine used in the S200 requires a mixture of GASOLINE and OIL for lubrication of bearings and other moving parts. The correct fuel mixture ratio is 32:1. Note: Gasoline and oil must be premixed in a clean gasoline container. Never mix gasoline and oil indoors or in the snowthrower fuel tank.
The theoretical air–fuel ratio mixture for a gasoline fueled engine, for complete gasoline fuel combustion, the stoichiometric air–fuel ratio is about 14.7:1. In order to completely burn 1 kg of gasoline fuel, the combustion process needs 14.7 kg of air.

Approved Mixture-For simplicity and best en- gine performance, mix the contents of one 8-ounce bottle of Toro 32:1 Two-Cycle Oil with two gallons of fresh unleaded regular gasoline.
Use a 32:1 gasoline to oil ratio. One gallon of gasoline combined with 4 oz of two-cycle engine oil.

Toro repair manuals
ANSWER : I have this same problem on my 36 in toro pro line sfs i ohmed the clutch the wire the safety switches and the PTO engagement switch all checked out good if u find any thing let me know the clutch its a adjustable clutch and its supposed to be set at .018 at all three springs there will b a slot that’s where u check that but. U can get a multimeter and test the clutch by putting it on ohms and hooking up on both sided of the plug once u have unplugged it.the clutch should ohm out at like .003 or .004 max if more the clutch is shorted out

Toro recycler will start until primed gas is consumed.
ANSWER : I had similar problem and cleaned the spark plug and that seemed to have worked, but I think that may be a temporary fix because the engine still seems to be running unevenly. I feel that it must be a larger problem with the carb. If anyone can help this novice to adjust the carb or clean both carb and filter, or offer other solutions I would appreciate your assistance.
