A worn or stretched auger belt won`t spin the auger blades fast enough to throw snow off the pavement. This is why we recommend you replace the auger belt if it`s worn out or stretched. This is an easy repair, however it will vary slightly depending on your exact model.
These components should all be touching the ground at the same time. If either the auger or wheels are not touching the ground, this means that the shave plate is adjusted too low and needs to be raised.
The auger belt transmits power from the engine to the auger. If this belt is worn down and it has developed thinner spots along the sides, it can cause the belt to jump and shake all over the pulleys. This will cause a vibration. If you notice your belt is starting to wear out, we recommend that you replace it.
Examine the Belts
One or more of the belts slipping off the pulleys can be the cause of a snowblower not throwing snow. If they can be put back around the pulleys snugly, that might be all it needs. But if the belts are stretched or broken, they absolutely need to be replaced.
If your gas blower is shaky or jittery when it`s on, there may be a problem with fuel combustion. Check the fuel or spark plugs—each is fairly simple to do. First, drain the fuel from the tank and refill it with fresh gas.
For removal of snow in normal conditions, such as a paved driveway or side walk, place skid plates in the highest position (lowest scraper clearance) to give a 1/8″ clearance between the scraper bar and the ground.

ANSWER : There is a spring attached to the throttle linkage. At the other end is an arm that the spring attaches to. Bend the arm so that the spring is tighter and it will throttle up higher under a load. Don’t go too far or you will take a chance of blowing the engine. Best to use a rpm tester and set it to factory specs.

I was able to start my 5HP Toro but it is running rough. It wouldn’t start at first so I drained the gas and put in fresh. After several pulls it started.
