I had the same problem. I opened up the blower by removing all the Allen screws, 4 mm wrench. Then pull the motor, need a Torx T-25wrench. You then need to wind up the recoil which is part of the case on the motor side. Wind it up all the way and then put a screw in the slot that is in the recoil. Thread the cord through the tube through the triangular hole in the white disc. Type a big not that won’t slip through the hole. Pull the screw that is holding against the spring.Remount the motor, wiggling it until it slips into place. Make sure it ratchets.Reassemble and you shold be good to go. Only took me 3 attempts to get it right.

ANSWER : Remove the sparkplug and try to turn the flywheel if it turns freely then the engine is most likely ok. if it does not turn you have a locked engine that means its toast. If it does turn then you have to look closely at th pull recoil that it is engaging the flywheel.

ANSWER : It might have vapor lock, try removing the spark plug and spray a little penetrating oil into the cylinder, let it sit for a couple minutes and try pulling the cord again with the spark plug still off.
