The reasons why mower is not moving forward or reverse is that the battery is dead, or due to clogged fuel line. Additionally, malfunctioning transmission, or a broken drive belt, also a faulty spark plug, even when friction wheel isn`t in contact with the friction plate, or damaged Tires.

If you attempt to push a tractor with a hydrostatic transmission, it causes fluid to move backward through the pump and can damage the seals. You must disconnect the drive before moving your lawn tractor.
Grinding gears, starting and stopping during operation, and the wheels not rotating with the pulley are common signs that your mower`s transmission is breaking down.

On a 1948 Ford 2N tractor, how high should the fluid level be in the transmission? Looking in the fill hole next to the shifter, it seems that the level is fairly low past the gears. How high should it be?
My brother has one of those tractors too so I called him and asked him and he said that he has his oil level up into the gears but he also said that you can go on Google and find out any info that you need on those tractors. Hope this helps you out somewhat.

Turn the key, get a whirring noise from the starter, engine not turning over
The mechanism on the starter that moves the gear up to turn the engine is stuck or broken. Investigate the top end of the starter.I hope this helps you find the problem.
