Hi and welcome to FixYa, I am Kelly.
This is a symptom of a dirty valve seat or poor valve seating. The valves need to be hand lapped with both corase and fine grinding compound. The intake valve is stciking silightly open. A compresson test would prove this.
There are two 20 Hp engines for the1045. The single cylinder and the V-Twin

From page 97 of the manual:

Lapping Valves (Note the vavle sprin must be dis-connected)
Reground or new valves must be lapped in, to provide
a good seal. Use a hand valve grinder with suction
cup for final lapping. Lightly coat valve face with fine
grade of grinding compound, then rotate valve on seat
with grinder. Continue grinding until smooth surface
is obtained on seat and on valve face. Thoroughly
clean cylinder head in soap and hot water to remove
all traces of grinding compound. After drying cylinder
head, apply a light coating of engine oil to prevent
rusting.
Note: ALL valve grinding compound must be washed off as it is abrasive and will damage the cylinder wall, piston and rings if not properly cleaned.

From section 9 of the manual:
Hard starting, or loss of power accompanied by high fuel consumption, may be symptoms of faulty valves. Although these symptoms could also be attributed to worn rings, remove and check the valves first. After removal, clean the valve heads, faces, and stems with a power wire brush. Then, carefully inspect each valve for defects such as warped head, excessive corrosion, or worn stem end. Replace valves found to be in bad condition. A normal valve and valves in bad condition are shown in the accompanying illustrations. (See manual section 9)

The choke compels more fuel in the combustion chamber to help the engine to turn over when cold.
When does the bike run only with a choke? This mainly happens when there is dirt in and around the parts of the carburetor. The areas of concern here include fuel lines, petcock, pilot jets, or fuel filters. The dirt blocks the fuel passage and it cannot reach the carburetor properly.
If your bike is only running with the choke on, it`s probably because it`s running too lean. This can be caused by a few different things: All internal combustion engines need three things to run: fuel, air, and spark. If any of these are missing or not working properly, the engine won`t run.

PTO will not engage on my 0 turn Cub Cadet RZT 50. What should I check and how do I check it?
ANSWER : See if the switch is getting power to it and if it is see if the clutch is getting power. it needs 12 volts in order to engage.

ANSWER : I had the same problem. there was a short in the relay just before the wire gets to to back pulley assembly.

On my cu cadet zero turn only the left side turns and the right side moans but wont move ever with the release lever to free wheel released
ANSWER : Check the hydraulic oil level for the hydrostat drives(if it has a reserve tank located under the seat. Some ZT’s don’t have the reserve tank. Don’t over fill that tank. 1/4 inch above the bottom is all it needs.)

Also, check the steering arm bolts. Very often they work themselves loose and the arm doesn’t pull the valve rod that controls the hydrostat unit.

I just put new battery in will not start is it fuse ? if so where is it located
ANSWER : The fuse is close to the starter solinoid about center above the battery.Follow the battery cables to it.Probably tucked in under the lip. Dont forget it will not turn over without the parking brake on.Also you cant fold the levers in without turning the parking brake off.

I have a 20 hp z force 44 and the mower blades wont come on . I have changed the pto switch and the safety switch under the seat. I have also checked the fuse and its good. what else is there?
ANSWER : Hi, check you have voltage at the pto plug in connector when the mower is running and the pto switch on. If so the pto needs replacing. If not you have a bad contact or broken wire somewhere. Hope this helps, regards Phil.

I have a cub cadet rzt50 mower…Need to replace a tire
ANSWER : There is a thru bolt, and inside and outside bushing, and center sleeve. Remove those to remove the wheel. Obviously support the frame on a jack. Most tires can be removed using a slight soapy solution and 2 smooth screwdrivers. Replacement, use a soapy solution around the bead, and using only hand pressure put the tire back on. Use a cinch strap around the center of the tire to help keep the tire beads against the rim and air it back up.

ANSWER : Hello,

If the clutch will not engage it can be that the cable is not regulated to pull the clutch enough this is an idea on a real car.
