The fuel filter might be clogged. A clogged fuel filter is most commonly caused by leaving old fuel in the lawn mower. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. This sticky fuel can clog up the fuel filter and cause the engine to run roughly.
Clogged or Dirty Air Filters

It is one of the most common problems that cause lawnmowers to sputter. The mowers take the air from the surrounding through air filters and mix it with fuel inside the engine. So, if the air filter is clogged or dirty, it will affect the flow of air into the carburetor.

The most common cause of excessive vibration is an unbalanced blade. If you`ve recently had your blade sharpened, it`s possible the blade hasn`t been properly balanced during the sharpening process. To fix this, the blade should be removed, rebalanced and refitted.
While some cases are less severe than others, a rough idle is usually identifiable by a shaking and bouncing sensation in the vehicle. You may also notice odd sounds, as well as inconsistent RPM counts. Normally, a vehicle should have a smooth and consistent RPM rate of around 1,000.
If it`s clogged, the combustion chamber may not be getting enough oxygen, resulting in a too-rich fuel mixture that will cause the engine to run poorly and even spew smoke. The solution is to change the air filter, a relatively easy task. Blue and white smoke is the result of oil on the engine.
What`s really happening. The reason your two-stroke `loads up` is because not all of the gas gets burned through the cylinder, so it just sits in the crankcase. When you give it some throttle, the fuel/air ratio is too high, causing it to blubber and sputter until it clears out this excess fuel.
