Improper inlet conditions are one of the most common reason pumps fail to produce their expect pressure. Inlet issues may also cause ongoing reliability problems. One culprit is air entrainment or lack of prime. It is important to make sure that system is designed so that liquid floods the pump to prime it.
If the water pump is running but no fluid is being pumped this could be blocked inlet suction filter, check valves failed with pumps bypassing, blocked discharge lines, electric motor polarity is incorrect or incorrect pressure settings parameters amongst other issues.
Inspect your breaker box and see if the breaker has tripped, and if it has, then reset it and you should restore power to the pump. If the breaker trips again, then there is an electrical or mechanical issue with the water pump, which will require a professional plumber. Ensure the “on” switch is engaged.
If your water pump has stopped pumping out water entirely while making this buzzing sound, there`s no cause for panic. The humming sound means the pump is working but there`s no water to move, so your pump is running dry. If your pump has lost prime, or is running dry, this is due to a loss of water.
The pump is not producing the rated flow or head:
The clearance between the impeller and casing is excessive – adjust the impeller clearance. The suction head is insufficient – ensure the suction line valve is fully open and the line unobstructed. If the impeller is worn or broken – inspect and replace.

ANSWER : Sounds like the unloader (regulator). Try removing the nozzle, the pull the trigger with the engine running. If motor is still running then it could be the Unloader malfunctioning. If you require a new one try a bypass system for the unloader. The bypass will help save the life of the unloader.

ANSWER : There are different tips on the nozzle, if you use the tip that lets soap into the hose, the pressure is very low. Change to a smaller tip and there will be back pressure and it should work as designed, however there may be an unloader valve sticking open
