If the PTO clutch is not getting power, if the clutch solenoid is defective, or if the clutch is worn out, the lawn mower blades will not engage. The PTO clutch is not repairable—if the clutch is defective, you must replace it.
The lower belt on the deck is called the arbor belt. This belt engages the pulleys on the deck and activates the blades. It is powered by the PTO belt and the upper pulley of the lawn mower.
If your blade has stopped turning, but your motor is still running, this usually means that your drive belt has perished and needs replacing.
The engine powers both the wheels and the blade, just like a walk-behind self-propelled mower. But instead of being directly connected to it by an axle, the blade on most riding mowers is powered by a belt connected to the engine.
An improperly routed belt can cause the engine to die when the blades are engaged. To check belt routing, lower the deck to its lowest setting and remove the belt guard by the drive pulley. Next, lift the belt over the pulley and remove the pins that support the deck at the rear.
Clogged or Dirty Air Filters
It is one of the most common problems that cause lawnmowers to sputter. The mowers take the air from the surrounding through air filters and mix it with fuel inside the engine. So, if the air filter is clogged or dirty, it will affect the flow of air into the carburetor.

I would like to replace the mulching blades on my Sears Craftsman riding mower with regular cutting blades. I can find plenty of sources for new mulching blades, but not cutting blades. My mower is a model 917.259541 tractor and the blades currently on it are part #134149. I want to make sure I get the right size to replace them. Also, is there a source for a bagging system for this mower, that won’t cost as much as one from Sears?
ANSWER : The straight blade for the 42 inch mower is 138971.They cut better and are easier to sharpen and you will need them if you use a gass catcher. If you do not want to use sears for parts you may be able to find good deals on ebay.

ANSWER : It has an electromagnetic clutch switch on it,that is more than likely bad. Try this,pull the pto switch out and start the engine,then disconnect the 2 wires coming from the switch and just tap them together and see if they will come on. If they do then you need to replace that switch.

Replaceing mower deck belt on 20 hp 42 mower model no 917275660. Got the belt on. How do I get the cluch spring back on.
ANSWER : Are you refering to the spring attached to the end of the cable that runs up to the lever on the dash to engage the blades? All you needed to disconnect was that cable on top of the idler arm that’s held in place by a ‘hairpin’ and the left pulley cover to put the belt on.
