Since you did not include an Engine model number my response is going to be generic.

– Remove the Recoil Assembly. If it is riveted on remove the sir shroud with the recoil.
– Remove the old rope from the pulley
– Remove the old starter handle assembly
– Make sure that the new rope is the same length as the old rope. Piece it together and cut the new rope to length if necessary
– Burn the ends of the rope with a match and make the ends of the rope as small as the existing rope bu wetting your fingers and pinching the new rope ends while very hot.
– Install the new starter handle by tying a single knot in the end of the rope then pull the rope HARD into the handle until it seats properly.
– Pre-wind the pulley and spring until they just stop from winding it up. The wind direction with be in the rotation direction that the pulley would travel if you pulled the rope. DO NOT wind it backwards as you will damage the spring!
– Align the hole where the old rope know was with the recoil rope guide of the head of the recoil assembly. CLAMP the pulley in place so that it will not unwind or have a 2md person hole the pulley in place aligned with the rope guide.
– Thread the new rope with the installed handle through the rope guide and into the knot hole.
– Pull the rope up though the knot hole and tie a single knot.
– Pull the rope OUTWARD until the single knot is FULLY seated in the knot hole.
– Release the pulley clamp or have the person holding it let go of the pulley.
– Test the recoil by pulling the starting handle several times to make sure it retracts without restriction.
– Install the recoil / and or air shroud

The simplest cause of this sort of fault is a loose or corroded electrical connection. If there is a fault with the internal windings of the starter motor, bad brushes, or other electrical faults, the starter motor may lack the torque to crank the engine.
The most common cause of your mower engine not starting after a long period of storage is stale fuel, but there are many other possible reasons there could be a fault. Our advice is to contact your local lawn mower servicing provider for a professional inspection.
A dirty carburetor is one of the most common causes for a lawn mower not being able to start after sitting unused for months or years at a time.
The dial reading should be 12 volts or more. Work the starter switch, and the reading should fall, but not below 10.5 volts. If the reading does not fall, there is a fault in the ignition-switch circuit or in the solenoid.

ANSWER : Take your carb off , then take off the float bowl and see what is going on inside float bowl. Check your float for pin hole it also could be filled with fuel and not floating.(worst case)

ANSWER : Sounds like the spring inside the recoil has either broken or let go so it won’t recoil. If you are lucky it could be the wheel that the cord goes on is seized or stuck. You can take the recoil off most mowers by taking out two or three screws and lifting it off the engine. They can be repaired but it takes time having to be careful the spring won’t spin and hurt you. I have even taken a recoil off another engine and if the holes for the little screws don’t line up just drill little holes beside the old ones and reinstall the little screws.
I even used a 18 volt cordless drill to crank the engine using the bolt on the fly wheel and the right size socket. Leaving the recoil off You have an electric start that way.

ANSWER : All, I thought my carb was shot, so I replaced it. Still, start but no run (and had to use starting fluid). THEN!!! I noticed the spring to the “rev limiter” (just below and towards rear of carb) was not “tight”. The stupid bracket that holds the end of that spring had been bent down ~1/16″ and that caused all this heartache. CHECK YOUR REV LIMITER!!!
