The blade is attached to the crankshaft of the engine. Unless you increase the engine RPM, which would trash the engine, you simply can`t make the blades spin faster. On a riding mower though, you could alter the size of the pulleys, which would increase (or decrease if you want) blade speed.

The myth of sharpening brand new lawnmower blades stems from the fact that new blades appear dull, but the blades of these lawn power tools are pre-sharpened to a point where they can cut grass, but not cause injury to you.
Mower blades aren`t supposed to be razor sharp, more like butter knife sharp and the speed does the work. If you do sharpen them super sharp, they`ll cut incredibly, for about 5 minutes – then that delicate edge will either be worn down or curl over.
