Sad to say but yes it suonds like it it is expenscive if you go on line you might find a used one you can try to rebuild it but you will need a parts break down scymatic to refer to as you did it i dont think shops rebuild them they replace them it very hard to tell whats going on with it but have you checked the oil level or try changing the filter 60% percent of problem wiyh hydrostate is filter and dirty oil try shop see if they rebuild it dont no if they will try to but yoy can check you might try adjusting linkage or maybe bad check valve reverse sticking these thing you need to take to shop for to check could be minor after all there is no way telling without me getting my hands on it that transaxil to check get the stuff i told you to do then take to shop hope helped you same i think maybe reverse check valve bad could be not totally dis engageing but grinding gears i very bad i thinking total rebiuild do it before pump goes out from metal shaving and destroy it
