I pump to full pressure and it holds. Immediately after operating the spray lever pressure is completely lost via air (no fluid) passage through the spray nozzle. Pressure is lost in less than two seconds. All connections are tight and appear to be sealed.

Your dip tube inside the tank has come loose or has a leak near the top. instead of fluid being pushed up the dip tube into the wand hose the air in the tank is just escaping. You will have to remove the wand hose and figure out where the leak is and fix the dip tube.

If no pressure is felt then the sprayer isn`t getting pressure in the first place, so the most probable cause is a faulty, missing or dry plunger O-ring or leaking non return valve. Replace or lubricate as necessary.
Flow Rate and Spray Nozzle Size
With a pump sprayer, the flow rate is determined by the spray nozzle being used and the amount of pressure in the tank. Each spray nozzle will allow a certain GPM at different psi. One nozzle may allow 0.2 GPM at 40 psi, while the next size up allows 0.3 GPM at 40 psi.

If the pressure washer is pulsating then that is a sign of check valve failure. You may be able to clean of replace the check valves. Replacing the head is the wrong way to go. Check the oil level, if it’s very low or burnt then it may have siezed up internally.
It could also be that be that the cylinder is filled with oil or fuel.
if the washer was tipped over the fuel or oil may have migrated in to the piston combustion area.
