Experienced gardeners share their insights in answering this question :
Try spraying wd40 or some other brand penetrating oil around the base of the plug, a lot of it and let it set for a day or so. If that doesn’t work try heating the base of the plug with a torch, but don’t heat it so hot it melts the head of the engine..use a big wrench to try and break it loose. Other wise your looking at a new head…

To keep your snowblower running at its best, experts say you should change out your spark plugs at least once per season or after every 100 running hours. You`ll know to check your spark plugs when your snowblower is slow to start, or when the engine runs differently than usual.

The most common cause of a snowblower without a spark is a fouled spark plug. Cleaning and gapping or replacing the spark plug will fix the problem. Other likely causes of snowblower no spark include: Faulty control switch (on/off switch)
A good spark will be blue-white and will be plainly visible in daylight. If a good spark is present, the problem is probably not in the ignition system. Check the fuel system and/or stark timing. Weak sparks are orange or red and may be hard to see in daylight.
Ensure the engine is off and cool, and spray WD-40 Multi-Use Product on a clean, soft cloth. Rub over the chosen area, or spray the spark plug wires and the inside and outside of your distributor cap with WD-40.
Using WD-40 to repel water from spark plugs, distributors, alternators, and batteries is a good way to prevent corrosion and keep moisture away. You can also use it to ease the removal of spark plugs, especially if there is any rust or corrosion.
If no spark appears, check for broken wires, shorts, grounds or a defective stop switch. Once you have confirmed that the stop switch is working, reconnect the spark plug lead.
If the ignition coil does not have spark, it`s time to check its wires. Use a test light to check the continuity on the signal wire and power wire on the ignition coil. If both wires are functional but the coil fails to produce spark, the ignition coil or the ignition control module is bad.
The most common signs of bad spark plugs include start-up trouble, rough idling, sluggish acceleration, declining fuel economy, engine misfiring, and engine knocking.
Spark plugs need to be replaced once per season, or after 100 hours of use. It`s a good idea to clean your spark plug every 20-30 hours of use and check its gap.
The strength of the spark is revealed in the color. A red or yellow spark is weak and probably will not spark in the cylinder. A blue or white spark is strong and has enough voltage to fight across the spark plug gap even under pressure within the cylinder.

Bad Spark Plug, or Loose Connector in Your Snowblower

Bad spark plug connections could also be a reason why your snowblower won`t start. You may also have a damaged or excessively dirty spark plug. Your engine may misfire if a plug is not properly plugged.

My snow blower engine does not have a spark. I changed the spark plug with no change. I took out the points and condeser assembly and determined with a electrical multitester that when the points were opened or closed the circuit was still flowing. When I disconnected 2 wires, one from the condenser the other to a black round plastic thing (which has the spark plug wire attached to it) the circuit is open when the points are open.
ANSWER : Sounds like a faulty ignition coil to me.
