12.5 v is actually optimal. You obviously have a drai. Coming from under the flywheel is a wire with a round red plug. That is a diode. I don’t know if you know the function of a diode but it allows the voltage to travel only one way. When it blows, the voltage runs back thru the system and drains the battery. 12.5 volts is good.

Alternators power the small engine while it is running, keeping the battery charged by circulating power back back through the system. For the easiest alternator test, simply turn on the headlights to your lawn mower or outdoor power equipment.
Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas. If this doesn`t work, you might need a new fuel filter.
If your lawn mower battery won`t hold a charge, verify connections are clean and tight first, then connect it to the charger. If it isn`t fully charged within 8 hours, your battery is dead and you`ll need to replace it. If your lawn mower battery does charge fully, the charge should not drain if it is not in use.
Most lawn tractors made after 1980 have a 12-volt battery. If your mower does, be sure you connect a 12-volt charger. Note, though, some chargers allow you to toggle between 12-volt and 6-volt settings.
Disconnected, dirty or fouled spark plugs are common causes for engines that won`t start. For small engines, spark plugs typically need to be replaced every season or after 25 hours of use. You should also check to make sure the spark plug gap is set correctly.
To check fuel delivery, remove the fuel line where it enters the carburetor and use a length of rubber hose to direct the flow into bottle or similar container. Fuel should pulse out in strong spurts if your engine is equipped with a mechanical fuel pump (electric fuel pumps are more of a steady stream).
The alternator creates electrical power to run accessories and recharge the battery. It turns mechanical energy from the car`s crankshaft into electrical energy. The computer (or in older cars, the regulator) acts as a “traffic cop” to control the alternator`s output.
The alternator is responsible for recharging your car battery as you drive. This part also supplies power for your car`s electronics when you`re underway. It is driven by the alternator belt from the engine.
The lawn mower`s alternator keeps its battery charged. A few hours of mowing recharges it the same way hours of highway driving can keep your car battery mostly charged.

The battery receives the electrical charge from the car`s alternator. The alternator Is a component made up of a magnetic coil and rod, inside the car`s engine, that converts the mechanical energy into electrical energy. The electrical energy is fueled through the battery, giving it a charge.

ANSWER : An engine not starting can have many causes but it is usually due to lack of fuel being sucked into the engine or no spark.Remove spark plug. It should be damp, if it is wet, the engine has been flooded and should be left for a few minutes for the fuel to evaporate. Replace lead on the plug and hold the threaded part against the engine somehow. Make sure you don’t hold the lead in your hand!Pull start the engine and ensure there is a spark.

Every time i use the mower i have to recharge it i 8 month battery
ANSWER : Was the tractor new when you baught it? if so you never know how long that battery sat before you bought it. not sure where you live but if it has been cold alot where you are there is another reason. Those little tractor batteries don’t have a whole lot of starting amps and if you start it while its cold and don’t let it run for an hour at least it cannot recharge. Try a new battery if not look at the alternator as your next problem. good luck.
