If your pressure washer is refusing to work or even turn on, the culprit could potentially be the power switches. Most pressure washers use two micro switches that disconnect both the live and neutral connections between the supply and the motor. These switches can jam cutting the power out from reaching the motor.
Clogged carburetors or air filters can cause a pressure washer not to start. If your pressure washer won`t start, you can also check for a clogged carburetor or air filter.
If the pressure washer does not start, then the first thing to check is the fuse in the plug. The reading you`re looking for is the same as it would be when connecting the two probes of the multimeter together (as you can see in the example of this video, this fuse is actually fine).
Worn valves can allow water to free flow in and out of a valve chamber and not be properly discharged from the pump. This condition can cause a loud knocking noise in the pump. Remove each valve or set of valves and inspect for wear or debris. Clean or replace as necessary.
The number one cause of low or no pressure when using a pressure washer is a blocked or worn nozzle. Blocked nozzles will prevent water from escaping, while a worn nozzle will allow too much water to pass through, causing the pressure to drop.
If the pump is leaking, the cause may be minor and easy to repair. Check the seals, packings, and O-rings for wear. These can easily be replaced, saving you the cost of a new pump. However, major leaks such as the ones caused by cracked or damaged plungers, can lead to pump failures.

Without water to cool and lubricate it, the pump will work harder than it should, causing it to wear down quickly. This can happen even with just a few seconds of running the pressure washer without the water being turned on.

Water leaking from a loose connection can cause the unit to cycle on and off. Verify if the pressure hose has an O-ring at the connection. If missing, this will also cause the unit to cycle on and off. While the unit is running look for any water leaks that may cause the unit to turn back on.
A clogged carburetor is most commonly caused by leaving fuel in the pressure washer for a long period of time. Over time, some of the ingredients in the fuel may evaporate, leaving behind a thicker, stickier substance. This sticky fuel can clog up the carburetor and cause the engine to run stall.

ANSWER : Sounds like the problem could be low input water flow or pressure. There could be crud on the intake where you hook up the garden hose, there could be some other sort of blockage. Try hooking it up to the hose and pull the trigger (with the power switched off) and wait to see if water comes out the tip. Also look at the tip(s) themselves. sometimes a piece of crud gets into the hose and then clogs the tip.

ANSWER : If the pressure washer is pulsating then that is a sign of check valve failure. You may be able to clean of replace the check valves. Replacing the head is the wrong way to go.
