An engine that will fire and run with the choke closed but dies when the choke is opened likely has debris at least partially blocking the fuel passages in the carburetor. In this condition the closed choke provides enough extra fuel to enter the engine to overcome the lack of fuel flowing through the other passages.
Why would the engine only run while the choke is on or with repeated manual priming? An engine that requires the choking (partial or full) after initial engine warm up is an indication that the engine fuel air mixture system is out of adjustment.
If the choke is left on for too long, excess fuel flows into the combustion chamber, causing it to seize up and stall. If this happens, the lawn mower will need to sit idle for several hours to allow the fuel to drain out of the chamber. Turn off the choke and try again later.
A dirty filter chokes off air to the engine making it hard to start so check to see if yours needs to be replaced. If you need a new filter be sure to use the original manufacturers part or the correct Toro replacement. These can often be purchased at your local Toro dealer or a home improvement store.
Loose, Dirty or Disconnected Spark Plug in Your Lawn Mower: Check it out, clean off debris, re-connect and tighten. Dirty Air Filter: Clean or replace. Fuel Not Reaching the Engine: Tap the side of the carburetor to help the flow of gas. If this doesn`t work, you might need a new fuel filter.
A Dirty Carburetor Can Cause a Lawnmower To Start Then Die
By far, the most common issue that causes a stalled motor is a dirty carburetor. The carburetor on your engine is the thing that draws in air and mixes it with the fuel. Contrary to what the movies might make you think, gasoline itself is not very flammable.
Turn on the ignition of your car. Once the engine is warm, you can remove the air filter and check whether the choke is open or closed. At this point, the choke should be open to allow the engine to breathe fully.

I have a toro multicycler 650series power mower and it is like the choke is jammed on. running very rich, throttle not picking up properly, throwing out volumes of black fumes and cutting out. How do I adjust the fuel mix?

ANSWER : Will it stay running with your choke on? if so then clean your carb. if not then look for a blockage from tank to carb. ie fuel shut off, deteriorated fuel line. plugged filter etc

ANSWER : If you have good fuel to the plug and a good spark and it still does not start it could be a timing issue, check the flywheel key has not sheared.
