When the engine is running, voltage is applied to the heater, heating the wax. As it heats up, it expands and slowly drives the plunger out. After about 4 minutes, the plunger is at its fullest extension cutting off the choke circuit, closing off the choke circuit, and no longer letting any more fuel flow in.
The Choke Pull-Off, or Choke Break, is vacuum-operated and designed to open the choke plate slightly after a cold engine start to prevent engine flooding. Automotive professionals often recommend a vacuum check for proper operation or replacing whenever the carburetor is serviced.
Working of carburetor choke – open or closed position
Normally choke will be in open position, in which valve is parallel to the air flow, and has no effect on the air flow. When choke is actuated by mechanical or by pneumatic method, it rotates an angle restrict the air flow (closed position).
If your snow blower is cold, you`ll want to pull out or turn on the choke while you`re starting it. This closes off the air supply to your carburetor, which makes for a much richer fuel mixture. If your snow blower is stored in a heated garage and is warm enough, you should not use the choke.

I was able to start my 5HP Toro but it is running rough. It wouldn’t start at first so I drained the gas and put in fresh. After several pulls it started. I started it because we are expecting a snow storm. The way it is running I’m fear that when it has a load on it will die out. Is there something I can do to clear up the problem?

Try taking off the fuel bowl and check for debris or ice in it.If there is hardly any fuel in it you may have a plugged or pinched fuel line, try blowing back through it[might get a littl gas in your mouth],turn off the fuel and remove the line at the carb and the tank.If niether of these pick up a new spark plug and try that.
I have a toro 3521 snow thrower. I put in a new carb. kit and spark plug. I can get it to run but I have the choke closed (the wing closes in the opening?). What do I need to adjust so that it will run with the choke open or which setting should the choke be at? Thank you.

If you have good fuel to the plug and a good spark and it still does not start it could be a timing issue, check the flywheel key has not sheared.
