The most common cause of an annoying off-idle hesitation on Holley carbs is when the primary bowl has been removed and re-installed. It is very easy to replace the fuel bowl in a slightly different position that can create additional clearance between the accelerator pump cam linkage and the pump.
If your car or truck is equipped with a Holley four barrel carburetor and stumbles upon acceleration, more than likely the carburetor needs an adjustment to the accelerator pump assembly. This assembly delivers an initial shot of fuel in the right amount, and duration, to provide crisp throttle response right off idle.
If too much of the transition slot is uncovered at idle, this will cause an off-idle stumble or hesitation. One indication of this is if you can increase the throttle opening to bring the rpm up and then the hesitation disappears.
Start the engine and check the fuel lines and inlet fitting for possible leaks. NOTE: The recommended fuel pressure is 5-7 psi.
A common cause is a problem with the spark plugs or ignition system. Other potential causes include a blockage in the fuel line, a faulty oxygen sensor, or a problem with the mass air flow sensor. Vacuum leakages can also cause a delay in acceleration. A clogged air filter or low engine oil level can also be a cause.
This hesitation while accelerating can be the result of a number of issues, including something like a clogged fuel filter or even a broken fuel pump. Sometimes, something could also be wrong with the transmission.
The “Bog” simply means the engine is not receiving enough fuel when you go to wide open throttle. While there are other issues that may cause similar reactions within the carburetor, often the problem can be traced back to the accelerator pump system. Incorrect adjustment is the typical culprit.
Some of the most common symptoms of improperly adjusted or sticky floats are hesitation on acceleration, a rough idle, flooding and misfires. Obviously, making precise fuel float, and in turn, fuel level adjustments is difficult on a misfiring or rough idling engine.
For optimum fuel economy 16-17:1 is usually best, leaner than that and the car will begin to misfire. Maximum power is usually found between 12-14:1, but this may be too lean for safety on many engines. For maximum reliability at full power, air fuel ratios from 10.5-12.5:1 are considered best, depending on the engine.
Assuming all of your plugs and wires are in the correct locations and you haven`t messed with the timing at all, then the most common cause of backfiring through the carb (spitting or coughing) is in the morning when a carb`s air/fuel mixture is a bit too lean. This usually goes away once the engine warms-up.

ANSWER : Sounds like the carb needs cleaning, it is staying on choke to long. I would not bother the screws, or either a hose for the gas flow is bad.
