If you have lug nuts on it and you removed them, then it should pull off. It may be rusted on. Using a torch and heating up the center where axle nut is does help.

Lawnmower front wheels are locked

ANSWER : Not with toro. this usually happens if cutting high grass. try taking it apart, clean it. make sure belt is not stretched out and jammed.

How to remove the trimmer wheel to add more wire?
ANSWER : Hello,
In order to add more wire, remove trimmer head by removing center main screw. The whole cap will come off with a little of force towards the outside. Then you will put the string inside the channels dedicated to do this.

Front wheels lock up when pull mower backwards
ANSWER : Typically self-propelled mowers are propelled using the front wheels, which only turn forward. Pulling the mower back while the front wheels are turning will damage the drive gears. It’s best to raise the front wheels slightly off the ground before pulling back.
