It is normal for a snow thrower engine to run in this manner. The engines on snow throwers are set to run with a slightly rich fuel mixture. This is to prevent the engine from bogging or stalling when the snow thrower suddenly experiences a heavy load of snow.

ANSWER : It has an electromagnetic clutch switch on it,that is more than likely bad. Try this,pull the pto switch out and start the engine,then disconnect the 2 wires coming from the switch and just tap them together and see if they will come on. If they do then you need to replace that switch.

Wont start now
ANSWER : By tipping it back, the spark plug got wet with gas. Replace the plug or remove it and clean it dry (after drying it, use a lighter or other heat source to make sure before putting it back in). A little starting fluid would also help after cleaning or replacing. Spray starting fluid in the air intake only, not on the plug.
