Often your nose can make the diagnosis: Flooded engines reek of unburned fuel. Park the mower on level ground, and wait about 15 minutes for the gas to evaporate. Then try starting it again, with the choke off.
Most commonly a result of improper starting, “flooding” results from various causes, including over-priming, closed choke, stuck valve, gummed carburetor, or immediately trying to restart an automatic choke engine.
Stale fuel, dirt, and debris are the most common cause of outdoor power equipment not starting or running properly. If you store equipment with untreated gas in the tank, it can lead to engine damage.
When trying to start a flooded engine, the end goal is to re-establish the fuel-air balance in your vehicle. To do so, simply open the hood of the car and let the excess of fuel evaporate. After waiting for some minutes, try starting your car again, keeping your foot away from the gas pedal.
Crank the engine with the accelerator pedal pushed to the floor. Continue cranking the engine (for up to 10 seconds) until you hear the engine trying to start. Once the engine`s started, allow it to rev up for a second or two, then hold it at a higher than normal idle speed for a few more seconds.
A dirty air filter is a common cause of engine flooding, and it`s one of the easiest problems to fix. Husqvarna recommends changing it every season or after 100 service hours — whichever is shorter — and you should remove it from its compartment and clean it regularly, especially if you work in a dusty environment.
Flooded starts occur when liquid refrigerant has migrated from the system and condensed into the compressor oil. Migration can occur in all systems up to a point, due to the vapour pressure of the refrigerant being greater than the vapour pressure of the oil.
How to avoid flooding the engine. The best way to prevent your engine from flooding is to allow your car to warm up properly when you`re starting it in the cold. It should take a few minutes at most; just wait until the idle speed drops and the sound of the engine changes.
If the car doesn`t start after 15 seconds, stop and wait a couple of minutes, to let the starter motor cool down, and crank again. If you just continue cranking past 15 seconds until the engine starts or the battery dies, you may overheat or damage the starter.
Repair for flooding

As soon as the lawn is dry underfoot (this could take several weeks), aerate it by going over it several times with a core-type aerifier. Repeat the process in early September and again the following spring. Overseed after aerating, or delay seeding until mid-August through mid-September.

I have located the oil drain and have the plastic tube attached. I do not see how to open the drain.
ANSWER : If it’s like mine (MTD) you push in and turn counter clockwise, should be about a full 1/2 turn, make sure you relieve the head pressure by taking the dip stick out. Hope this helps
