The fuel shut-off valve isn`t closed properly. Fuel float in the carburetor being stuck in the open position due to gumming (caused by stale fuel) or debris.
The most common reason for a surging lawn mower engine is a blockage in the fuel supply, but there are other possibilities: Bad gas. Bad spark plug. Dirty/faulty carburetor.
However, the main cause is through a process called blow-by. This occurs because most seals are not perfect (nor are the cylinders perfectly rounded), or there is an opening through the cylinder crosshatches, and this causes the migration of fuel and exhaust gases into the areas where the oil is used.
If your car is bogging down when you try to accelerate, it could be due to a clog in the fuel filter. The fuel filter is responsible for filtering out impurities from the fuel before it reaches the engine. over time, the fuel filter can become clogged with debris and dirt, restricting the flow of fuel to the engine.
The problem may involve an annoying change (up/down) of engine speed while cruising at a steady pace, a low drop (or even cut-out) at idle or when approaching a stop, a wild high engine speed of several thousand rpm followed by a drop to near zero, etc.
Engine surging is usually a warning sign that your car or truck is having combustion problems. Since a vehicle`s ignition wires and spark plugs play a major role in proper engine performance, it is likely time to check your engine`s electrical components.
If the ignition coil is defective, the engine may not start. Before replacing the ignition coil, ensure that the spark plug is working properly. If you have confirmed that the spark plug is working properly, test the ignition coil with an ignition coil tester. If the ignition coil is defective, replace it.
Engine misfires occur when the air-fuel mixture is not ignited correctly. This will cause the gasoline to wash the cylinder walls, lowering the compression, and resulting in more blow-by through the piston rings. The gas will then pour down through the piston rings and into the oil pan.

My 42 in Craftsman Tractor will not start. It normally runs great. I went to start it the other day and it ran for about 5 seconds before shutting down. It felt like it was getting no fuel. Any Suggestions?
ANSWER : Try and run it with the gas cap loose the vent could be plugged also see if it cuts out while keeping you foot on the brake and its just a bad safety switch shutting it off

My tractor stalls like it is starved for gas although the gas tank is full. I,ve changed the fuel filter and the gas cap. I’ve cleaned out the gas tank, gas lines, and the carburetor bowl. The problem seems more acute when the gas tank is full or near full. At this time to alleviate the problem, I blow through the gas cap and the fuel filter fills with gas and it runs good again. But as soon as the fuel filter has no more gas, of course, it stalls until I blow on the gas cap. As the tank gets down to about 1/3 full, the engine runs OK. What else could cause this condition?
ANSWER : I had a similar problem with a sears tractor. close to the carbarator is a rectangle box with a rubber hose going to the engine block – remove the hose and spray carb cleaner in the hose wait a few mins and try again – its a vacuum for the carb

I have a Kohler 17 HP engine on a Craftsman lawn mower. I have a clear fuel filter and can see that after operating the engine, the filter runs dry and the engine dies. I disconnect the filter and hear a short sucking sound (vacuum) and when I reconnect, the filter fills up again with bubbles coming up thru the gas tank. What is causing the vacuum to be created (does it also with the gas cap removed).
ANSWER : I would say it is the filter, you can straight line it and see if it does the same with the filter removed, I am pretty sure it won’t. good luck Tim

Mower starts runs begins to back fire and run
ANSWER : Sounds like it is leaning out, running out of fuel. That can be the strainer at the gas tank, any fuel filters it has. Disconnect the fuel line from the carb and see how good the flow is to it, and check for water. A new spark plug never hurts.
