It sounds like either a critter has crawled around the unit and used it for sharpening its fangs or you had a safty switch go bad, Most newer tractors have switches on the seat and elsewhere on the tractor to make sure the mower will not start unless all safty is followed this includes sitting in the seat, and clutch pushed it or brake held on. To engage the blades, be sure that your throttle or choke is in the rabbit position. Then, push the PTO or blade engage lever forward into the on position.

ANSWER : I had the same problem. there was a short in the relay just before the wire gets to to back pulley assembly.
